Admission to postgraduate studies in 2026

The Ministry of Education and Science of Ukraine has approved the Admission Procedure for Higher Education in 2026
The document defines the main principles and procedures that higher education institutions will follow during the organization of admissions to postgraduate studies.
The condition for admission to entrance examinations at the V.M. Glushkov Institute of Cybernetics of the NAS of Ukraine is the successful passing of the unified entrance examination in the methodology of scientific research in 2025 or 2026 and the successful passing of the EIE in 2024, or 2025, or 2026.
At the same time, the scores for each block of the EIE must be at least 150 points, and the EIE in scientific research methodology must be at least 100 points.
In addition, applicants seeking a Doctor of Philosophy degree in a postgraduate program from a different field of knowledge (specialty) than the one indicated in their diploma may be required to take additional entrance examinations.
Applications for admission to postgraduate studies in 2026 will be submitted through the applicants' electronic cabinets on the EDEBO website.
In 2026, full-time postgraduate studies will be available exclusively through state-funded places.
Applications and documents for the competitive selection for postgraduate studies at the Institute of Cybernetics are accepted from 07.08.2026 to 25.08.2026 through the personal electronic cabinet in EDEBO, as well as in paper form:

In 2026 applicants to the Institute’s postgraduate program must submit the following documents:
Application for admission to the entrance exams addressed to the Director of the Institute.
Personal record sheet;
Master’s or specialist’s diploma and a copy of the diploma with the supplement;
EIE (TZNK + foreign language test), taken in 2026 or 2025, or 2024: examination card (result of the unified entrance exam) + examination sheet. (The total score for the two blocks of the EIE must be at least 300 points, or);
EIE in scientific research methodology in 2026 or 2025 (at least 100 points);
Research proposal + supervisor’s review;
List of published works and inventions in the chosen specialty + supervisor’s review (if available);
Consent to the collection and processing of personal data;
Passport - 3 copies of all pages;
Identification code - 3 copies;
Military registration document - 2 copies of all pages;
Photographs 3x4 – 4 pcs.;
Document fastener;
Other documents that may add additional points during admission.
Passport, identification code, higher education diploma and military registration document must be submitted by the applicant in person.
